Export of medical products to Russia: extension of deadline for certificates replacement
Beginning of the year has been quite stressful for foreign manufacturers, who want to export their medical products to Russia. Registration certificates had to be replaced with new ones till 01.01.2017. However, the majority of the manufacturers did not manage to do it in time, and those who did lost the tax exemption for their products. Just recently Russian authorities have solved the problem and shed some light onto the new details.
According to the Government Decree of 27.12.2012 N 1416 “On Approval of the state registration of medical products” indefinite registration certificates as well as registration certificates issued earlier than 01.01.2013 had to be replaced with new ones till 01.01.2017. However, many manufacturers were not able to do it in time, due to the lack of coordination between the Russian authorities. Because of the wrong phrasing in the new laws, some of the manufacturers had to pay VAT for their medical products.
Just recently Russian authorities have solved the problem. In accordance with the law of 7 March 2017 N 25-FZ (entry into force on 1 July 2017) the time limit was extended to 01.01.2021 and the affected products became VAT-free once again. The replacement of the old registration certificates is not a lengthy procedure, especially compared to the registration process itself. However, don’t forget, that after the expiration of this deadline, medical products with the “old” forms would have to be registered again.
